Massive Business Complex to Be Built in Jamsil, 2.5 Times the Size of COEX A major urban development project aimed at enhancing Seouls international competitiveness has officially begun. On July 28, the Seoul Metropolitan Government signed a business agreement for the Jamsil Sports and MICE Complex Development Project with the preferred bidder, Seoul Smart MICE Park Co., Ltd. (tentative name), with a goal of completion by 2032. This agreement signifies more than just a development contract. It represents the culmination of nearly four years of negotiations since the selection of the preferred bidder in 2021, overcoming challenges such as high interest rates, a stagnant project financing market, and soaring construction costs. The city engaged in over 160 rounds of negotiations and worked alongside the government to improve regulations, paving the way for the projects normalization. Most importantly, this project is expected to significantly enhance the competitiveness of the MICE industry, which is viewed as a future growth sector for Seoul. MICE encompasses meetings, incentive travel, conventions, and exhibitions, representing a high-value, integrated industry. Participants in MICE events tend to spend more than regular tourists, and the ripple effects on related sectors such as accommodation, shopping, culture, and transportation are substantial, making it a focus for major cities worldwide. The centerpiece of the Jamsil Sports and MICE Park will be a massive exhibition and convention center with an exhibition area of 89,000 square meters and a convention area of 19,000 square meters. This facility will be approximately 2.5 times the size of the current COEX, making it the largest exhibition space in Seoul. Notably, the upper exhibition hall will feature a column-free design to maximize space utilization, while the lower exhibition area will be designed to accommodate heavy equipment, enabling the hosting of major industrial fairs and international exhibitions. Experts consider large international exhibition centers as critical infrastructure that determines a citys industrial competitiveness. When international conferences and exhibitions are held, participating companies, buyers, investors, and academic experts will flock to Seoul, creating a virtuous cycle that leads to investment attraction and industrial development. Sports infrastructure will also see significant enhancements. A new 30,000-seat dome stadium will serve as the home ground for professional baseball teams LG and Doosan, and the concept of a stadium hotel will be introduced, allowing guests in certain hotel rooms and lounges to watch baseball games live. During the off-season, the stadium will operate as a multi-purpose cultural space capable of hosting large concerts, cultural events, and international gatherings, maximizing facility utilization. Additionally, a sports complex with 11,000 seats will be built to host international basketball games, K-pop performances, e-sports competitions, and global cultural events. The accommodation infrastructure will also be significantly expanded to support the MICE industry. The project area will include a total of 841 hotel rooms, comprising 288 five-star hotel rooms, 306 business hotel rooms, and 247 residence-style hotel rooms. Given that accommodation is one of the most critical factors for hosting international conferences and exhibitions, the integration of event venues and hotels within the same space is expected to enhance convenience for participants and boost international competitiveness. Alongside this, a prime office space of 200,000 square meters and commercial facilities of 110,000 square meters will also be developed. Moreover, cultural and leisure facilities, a skywalk, observation decks, plazas, and forest paths will be established, linking the Tancheon and Han River waterfronts, transforming the area into a complex city that combines tourism, culture, and business rather than merely focusing on exhibition space. From an urban planning perspective, the Jamsil Sports and MICE Park will play a key role in the southeastern international business belt, connecting COEX, the Yeongdongdaero Transfer Center, Hyundai Motors GBC, and the Han and Tan River waterfronts. This is expected to provide an opportunity for the southeastern part of Seoul to grow into a global business and international conference hub, complementing the existing tourism axis centered in the northern part of the city. The projects financing model is also noteworthy. The total project cost is estimated at 2.6955 trillion won (based on 2016 prices), and it will be fully funded by private capital without any financial support for construction and operational costs. In a departure from the traditional model where private entities monopolize development profits, this project will share a portion of its revenues with the Seoul Metropolitan Government, which will be used for balanced development across the city, establishing a public-private partnership model. The Seoul Metropolitan Government anticipates that this project will generate approximately 595 trillion won in economic ripple effects and create 2.42 million jobs. Tourism experts assert, The competition among international cities now hinges not on skyscrapers but on the strength of their MICE infrastructure, adding that the Jamsil Sports and MICE Park will be a key facility enabling Seoul to compete with cities like Singapore, Hong Kong, Shanghai, and Tokyo. Gang Seok, head of the Seoul Metropolitan Governments Balanced Development Bureau, stated, We will develop Jamsil into a global complex where sports, MICE, culture, and nature coexist, making it a core growth axis for G3 City Seoul to compete with major global cities. Chungnam Governor Park Soo-hyun Prioritizes Local Interests in Attracting Public Institutions Chungnam Governor Park Soo-hyun announced plans to establish a long-term cooperation framework with Japans Nara Prefecture, linking natural and cultural heritage to create a new model for local diplomacy. A comprehensive roadmap to support large-scale corporate investments in the Chungnam region, focusing on power, water, and workforce, will be unveiled by the end of this month. On July 29, Governor Park held a press conference at the Chungnam Provincial Office, where he discussed key policy issues, including exchanges with Nara Prefecture, the construction of the Jicheon Dam, the second relocation of public institutions from the metropolitan area, the attraction of a consolidated headquarters for power generation companies, and the relocation of the Forest Resources Research Institute to Cheongyang. We aim for substantial cooperation, not just one-time exchanges.Governor Park emphasized the direction of exchanges with Nara Prefecture, stating, Japan possesses cultural heritage, while Chungnam has natural heritage. This presents an opportunity for both regions to share the value of their heritage and develop together. We will establish long-term and practical cooperation measures beyond mere friendly exchanges. He added, When diplomatic relations between central governments become strained, exchanges and cooperation between local governments can serve as a catalyst for improving relations between countries. I want to develop the exchanges between Chungnam and Nara into a model of local diplomacy. Chungnam and Nara Prefecture have maintained exchanges in culture, education, and tourism since signing a friendship cooperation agreement in 2011. To mark the 15th anniversary of the agreement, the two regions plan to promote academic exchanges centered on world heritage, cultural and tourism cooperation, and joint content development. Regarding the infrastructure needed for large-scale corporate investments in Chungnam, the governor announced that a detailed action plan from a regional task force will be released by the end of the month. Governor Park stated, We have formed a regional task force led by the Deputy Governor. We will create a comprehensive roadmap on how to secure power, water, and workforce. The roadmap will analyze the scale of power, water, and workforce needed for corporate investments and present the supply conditions in Chungnam along with future expansion plans. However, he noted, At this stage, it is difficult to guarantee the accuracy of all figures and plans. We will continuously refine our plans in line with changes in investment scale and industrial conditions. On the contentious issue of the Jicheon Dam construction, Governor Park reaffirmed his commitment to fully accept the decisions of the public discourse committee. He stated, While I have a clear personal opinion on the Jicheon Dam, I am firmly committed to accepting the committees decision 100%. The governor should not interfere in the committees discussions. He added, The information and conditions that the public discourse committee needs to review may change before and after the announcement of large-scale corporate investment plans centered on AI and semiconductors. However, for everyone to accept the outcome, the discourse process must be conducted fairly, transparently, and neutrally. Governor Park also mentioned that he has requested the government to ensure the neutral and transparent operation of the public discourse committee. The sacrifices made during the construction of Sejong City must be reflected in the relocation of public institutions.Regarding the second relocation of public institutions from the metropolitan area, he argued that the sacrifices made by Chungnam during the establishment of Sejong City should be considered in the governments relocation criteria. Governor Park stated, Chungnam has contributed land, population, and tax revenue to support the national policy of establishing Sejong City as the administrative capital. We have made sacrifices akin to losing an arm, but current policymakers seem unaware of this history. He continued, The government demands that the second relocation logic focus on synergy with the first relocated public institutions, but Chungnam has no record of the first relocation, making it impossible to explain synergy. We should not apply mechanical criteria like those used for other innovation cities. He emphasized that the Chungnam Innovation City has not seen any public institution relocations in the six years since its designation and that the second relocation should provide new development opportunities for Naepo New Town and Chungnam Innovation City. Governor Park also expressed his intention to actively advocate for the relocation of public institutions and local issues to political figures visiting Chungnam, regardless of their affiliations or tendencies. Attracting a consolidated headquarters for power generation companies should focus on future competitiveness, not just compensation. On the attraction of a consolidated headquarters for power generation companies, he stated that Chungnam would emphasize its competitiveness as a center for future energy transition, in addition to the sacrifices made due to coal-fired power generation. Governor Park remarked, Chungnam has supported national industrial development through coal-fired power generation for the past 40 years, enduring significant sacrifices. However, we should not limit ourselves to a compensation argument for the consolidated headquarters. He added, In the Chungnam West Coast, new energy policies and projects in 14 areas, including renewable energy and alternative industries, are being promoted. We will advocate for Chungnam West Coast to become the center of South Koreas future energy transition. However, he clarified that the success of Chungnams energy transition policies should not be equated with the outcome of attracting the consolidated headquarters. Governor Park stated, The arrival of the consolidated headquarters will not solve all problems at once, nor will its absence lead to the collapse of Chungnams energy industry base. We will do our best to attract it while approaching the broader context of energy transition and alternative industries with calmness and confidence. He also outlined plans to secure regional hub functions by utilizing existing power generation infrastructure in Taean, Boryeong, and Dangjin, even if the consolidated headquarters is established in another region. Regarding the relocation of the Forest Resources Research Institute to Cheongyang, he confirmed that the plan would proceed without any setbacks. Governor Park stated, Chungnam Province and Cheongyang County are discussing necessary arrangements, including cost-sharing, and related procedures are progressing smoothly. We will soon finalize a specific schedule and sign a memorandum of understanding with the Cheongyang County Mayor. On noise issues raised around the planned relocation site, he acknowledged it as a practical matter that needs to be resolved, reiterating, We will clearly push forward with the relocation of the Forest Resources Research Institute to Cheongyang. The distinctiveness of the 9th elected administration lies in continuity, not disruption.Regarding the retention of the previous administrations slogan, Strong Chungnam, he emphasized the importance of continuity and practicality in governance. Governor Park Soo-hyun stated, Changing all existing signs and policies just because the governor has changed is not true distinctiveness. True change comes from inheriting successful policies and improving the inadequate ones to achieve tangible results. He explained that the philosophy of the 9th elected administration, Communicating Chungnam, focuses on creating real communication and change in administrative practices rather than simply adopting a new slogan. In response to some criticisms of performative actions, he remarked, If there are criticisms that this is a show, it may indeed be a show, but if we continue this for four years, we will ultimately be evaluated sincerely. Governor Park also addressed attempts to categorize him within a specific political faction, stating, I have never operated within a specific lineage while engaging in politics. He concluded, Regardless of their affiliations, I will warmly welcome anyone visiting Chungnam for the benefit and future of the region, and I will actively convey local issues and the demands of residents. The criteria for judgment will not be based on specific politicians or factions, but on the interests and development of Chungnam.* This article has been translated by AI. July 29, 2026 10:48 -

During these meetings, they shared results from last years activities and the status of this years community empowerment projects, ultimately deciding on the priorities for the 2027 community plan through resident voting. The residents meetings serve as a core process of community governance, where councils identify local issues and necessary projects, explain them to residents, and determine actionable agendas through advance and on-site voting. Gimpo City is currently establishing community councils across all 14 districts to promote local initiatives. This years meetings included reports on the 2025 activities of each community council and the status of 2026 projects, followed by explanations of the 2027 community project plans reflecting local characteristics, such as improving living conditions, traffic safety, culture, welfare, and community revitalization.A total of 23,338 votes were cast by residents, leading to the identification of 56 local issues based on discussions and voting results. These issues will undergo a review and deliberation process for future community empowerment projects. The city plans to confirm actual projects after reviewing related laws, project costs, land acquisition, safety, and potential overlaps with other initiatives, ensuring that tasks residents can feel are actively reflected in the 2027 city plan and budget process.Mayor Lee visited all 14 districts where the meetings were held to verify the activities of the community councils and the issues raised by residents and council members. He instructed relevant departments to address administrative support for projects requiring it.Gimpo City aims to go beyond merely conducting residents meetings as internal decision-making events. It plans to enhance the feasibility of resident proposals by linking them with departmental reviews and consultations, ensuring that selected issues lead to administrative plans and budget allocations.Previously, Gimpo amended relevant ordinances to strengthen the autonomy and accountability of community councils and recruited members for the fourth term of the councils in each of the 14 districts. The selected members will be responsible for hosting residents meetings, identifying local issues, and promoting resident-led projects from 2026 to 2027.Mayor Lee stated, While administration must operate within the confines of systems and regulations, residents are the first to identify issues that the administration may overlook in their daily lives and can create practical alternatives. We will actively support projects proposed by residents to lead to tangible changes in the community. He added, The opinions of citizens gathered at the residents meetings will serve as an important criterion for the future operation of Gimpos administration. We will continue to communicate to ensure that community governance does not remain a formal participation process but becomes a system where residents directly determine the future of their community.Meanwhile, Gimpo City plans to conduct reviews and deliberations for the 56 issues selected through the residents meetings, sharing the final project implementation status and budget allocation results with the community councils. The city aims to ensure resident participation throughout the project implementation process, establishing a community governance system that encompasses proposal, decision-making, execution, and performance verification.* This article has been translated by AI. Lawmaker Questions HDC Payments to Former KFA President's Associate Chung Mong-kyu, the former president of the Korea Football Association (KFA), is under scrutiny after it was revealed that an executive from HDC Group, which he led, received over 1 billion won while working in a key administrative role at the KFA for 11 years. This has reignited concerns over the privatization of the KFA, especially as follow-up actions from the Ministry of Culture, Sports and Tourism and the KFA have been delayed for more than a year.Jeong Yeon-wook, a lawmaker from the People Power Party, announced plans to intensively question this issue during a KFA hearing scheduled for July 30. Originally set for July 22, the hearing was postponed, and both Chung and former national team coach Hong Myung-bo have been called as witnesses.According to the Ministrys audit, an HDC executive, identified as A, was dispatched to the KFAs administrative support team from March 2013 to November 2024 without any basis in personnel regulations. This period far exceeded the maximum allowable dispatch duration of two years. A oversaw key operational tasks, including personnel, general affairs, accounting, and contracts, and received over 1 billion won in consulting fees and allowances. It was also confirmed that A failed to report personal conflicts of interest during the process of increasing his consulting fees. The Ministry assessed that A posed a high risk of providing HDC with advance information regarding KFA projects. Evidence from the audit indicated that numerous documents exchanged between foreign architects and the KFA during the construction of the Cheonan Football Center were shared with HDC.In response, Chung denied the allegations during the 2024 National Assembly audit, stating, While Hyundai Development Company has assisted the KFA, it has never profited from it. We were asked to help because we have a lot of expertise. However, A, who is subject to disciplinary action, retired in November 2024, just before the Ministrys audit began, making it impossible for the KFA to impose its own disciplinary measures.Follow-up actions from the Ministry have also been stalled for over a year. In February 2025, the Ministry referred As case to the police for investigation, but as of now, the police inquiry is still ongoing. Additionally, efforts to amend regulations to prevent improper dispatch of employees from the parent company have been halted due to a lack of preparation under the acting leadership of KFA Vice President Lee Yong-soo.Moreover, there has been no progress on disciplinary actions against key executives related to 27 violations uncovered during a specific audit in 2024, including illegal activities in the appointment process of Jurgen Klinsmann and Hong. Despite winning in the first instance of a lawsuit against the KFA, the enforcement of disciplinary measures was suspended following a ruling in the appellate court on June 12.Jeong criticized the Ministry, stating, Despite confirming the KFAs illegal activities, the Ministry has neglected its responsibilities as a supervisory body by failing to ensure even the minimum follow-up actions, such as referring the case for investigation and amending regulations. He added, The issue is not whether there was a profit, but that the operations and information of a public organization funded by taxpayer money were completely open to a specific company. The fact that over a year has passed without any follow-up actions indicates that the KFA lacks the will to rectify the situation or a reform system.Jeong emphasized, The fact that over 1 billion won was paid over 11 years while receiving a dispatched employee from the parent company is evidence that the association has been operated like a personal company of the president. The Ministry must not only announce the audit results but also ensure that follow-up actions are implemented and establish effective management and oversight measures.* This article has been translated by AI. Seoul Education Chief Jeong Geun-sik Advocates for Lifelong 'Basic Education' Jeong Geun-sik, the Superintendent of the Seoul Metropolitan Office of Education, outlined the direction for the second phase of Seouls education administration during a press conference on July 22. In a subsequent exclusive interview on July 23, he presented a detailed vision for the future of education in Seoul. In light of recent controversies, including the popular drama True Education and the situation at Paichai High School, Jeong cautioned against private retribution and unilateral punitive measures. Instead, he proposed educational solutions and institutional safeguards as alternatives. He declared a new paradigm of basic education that extends the scope of public education from primary and secondary levels to encompass lifelong learning, opposing the trend of budget cuts justified by declining school-age populations.Addressing School Conflicts Through Dialogue, Not PunishmentThe drama True Education, which highlights the decline of educational authority, has gained immense popularity, coinciding with heightened tensions at Paichai High School, leading to increased fatigue within the education sector. While many citizens demand immediate and severe punishment, Superintendent Jeong emphasized the need for a reflective approach to address the underlying issues. Regarding the recent conflicts in education, including the situation at Paichai High School, Jeong stated, Simply imposing harsh penalties and criticism will not resolve fundamental problems. He stressed the importance of engaging in thorough discussions to find common ground, even if it takes time. He argued that the essence of education lies in uniting the educational community and fostering reconciliation, rather than succumbing to societal anger through immediate disciplinary actions. Jeong also distanced himself from the sensationalized portrayals of private retribution and extralegal control depicted in True Education, asserting that conflicts in education should be resolved through mutual understanding and public systems to restore broken trust. To support this, he promised to deploy a 100-member legal team for teachers in cases of false child abuse reports and to transition to a school and education support center-based response system (SEM119) for handling complaints, ensuring teachers can teach without fear. On the issue of student smartphone regulations, which have become a common source of conflict, he emphasized the need for voluntary agreements rather than outright bans. He noted, Students desire freedom of use, while parents seek regulation, indicating a need for intergenerational dialogue. He advocated for students to engage in discussions to reach self-imposed agreements rather than imposing unilateral bans. He added that while the development of a so-called Alpha Phone (Edu Phone) with control features for essential school communication is being considered, there are significant concerns regarding monopolistic practices by specific companies, necessitating a cautious approach.Expanding Basic Education from Early Childhood to SeniorsThe primary focus of Jeongs second term is the establishment of basic education. This represents a paradigm shift where the state takes responsibility for essential education necessary for the sustainability of the national community, moving beyond mere knowledge transmission. Jeong stated, Basic education is essential for maintaining a healthy democratic republic and ensuring the sustainability of our society. He explained that the framework of passive compulsory education, which previously only covered primary and secondary schools, must be broken to guarantee necessary learning from early childhood through to senior education. He plans to include early childhood education for children aged 3 to 5 within the public education system and significantly expand education for parents and seniors, ensuring that the state supports both the starting and concluding points of education. Addressing the looming budget freeze due to declining school-age populations, Jeong expressed concern over the governments and budget authorities moves to cut local education financial grants. He firmly opposed the economic logic of mechanically reducing education budgets based on declining student numbers. He emphasized, We cannot close classrooms or halt essential infrastructure investments for school safety simply because student numbers are decreasing. He argued that the need for advanced financial investment is more pressing than ever, as public education must expand its responsibilities to include AI-based future classrooms, personalized education, and mental health support. Jeong also raised his voice against criticisms labeling student public transportation subsidies as cash handouts. He asserted, Attending school is compulsory education; it is natural for the state to support students mobility, whether they walk or need to take a vehicle due to distance. He criticized the older generation for viewing free rides for seniors as acceptable while opposing support for students right to travel as mere handouts, calling it a painful mistake driven by political calculations.Reforming College Entrance Exams to Focus on Student Well-beingJeong expressed a strong commitment to reforming the college entrance examination system, which he believes hinders innovation in primary and secondary education. He pointed out the limitations of the current system, which relies heavily on multiple-choice exams taken simultaneously by all students nationwide, stating that this model is unsustainable in the long term. He argued that the actual proportion of students entering college based on exam scores is gradually decreasing, and thus the entrance system must be restructured to fully reflect students growth and capabilities. As alternatives, he proposed the establishment of written and essay-type evaluations and absolute grading, predicting that AI technology could be the key to resolving fairness issues in assessments. Jeong explained, The biggest barrier to written and essay evaluations is the concern over subjective grading, but by introducing an AI grading system (Chaeum AI) trained on vast data, we can significantly enhance objectivity in evaluations and alleviate concerns over arbitrary grading. Regarding the full implementation of the high school credit system, he promised to gather feedback from schools through a monitoring group and to support the system with a focus on educational demand and significant financial investment. Furthermore, he identified teachers research capabilities as a core driving force for college entrance reform and future education. Jeong noted that there are over 880 teachers with doctoral degrees in the Seoul Metropolitan Office of Education, yet teachers in South Korea are often viewed solely as instructors rather than researchers. He stated, To teach well, research must be conducted in parallel, advocating for providing teachers with time to focus on research and increasing budget support for teacher learning communities to foster a culture of research within the teaching profession. Finally, Jeong identified enhancing students mental health as his top priority for his four-year term. He emphasized, Before learning, childrens mental health must be prioritized for growth and the opening of various possibilities. He vowed to reverse the rising trend of student suicides driven by excessive academic pressure and isolation. He concluded, To achieve this, I will successfully establish a Mental Recovery Campus that integrates healing and learning, ensuring that no child is left behind in warm Seoul education.Jeong Geun-sik, Superintendent of the Seoul Metropolitan Office of Education, was born in 1957 in Iksan, Jeollabuk-do. He began his teaching career as a full-time lecturer in sociology at Chonnam National University in 1985 and served as a professor in the sociology department at Seoul National University from 2003 to 2023, dedicating nearly 40 years to nurturing future scholars. Young Mongolians Embrace K-Food as Distribution Networks Expand Mongolia is emerging as a new overseas strategic market for K-Food. Once limited to instant noodles and snacks, Korean food has now penetrated daily consumption among locals, including bakeries, burgers, chicken, dairy products, and beverages. The expansion of food and dining companies is accelerating, leveraging established local distribution networks and the spread of Korean pop culture.According to industry sources, major South Korean food and dining companies are rapidly expanding their presence in the Mongolian market, diversifying their export items.
