UN’s Decision to Attack Libya Makes History

The UN resolution that authorized military force to protect civilians from attacks by Moammar Gadhafi’s troops has made history.

For the first time, the UN Security Council authorized measures to protect civilians under Chapter 7 of the UN Charter, which means they are militarily enforceable.

The council resolution affirmed, clearly and unequivocally, the internationally communities determination to fulfill its responsibility to protect civilians from violence by their government, Ban Ki-moon, Secretary-General said on Friday.

The resolution authorized the use of all necessary measures, including a no-fly zone to prevent further casualties and loss of innocent lives.

Ed Luck, a special adviser on the protection of civilians, said that ten years ago the world probable wouldn’t have considered such a resolution, quoted by The Associated Press.

This is the first time that the council has taken Chapter 7 enforcement measures specifically to ensure the responsibility to protect.
