Energy and environmental companies will see a significant reduction in the paperwork required for policy support applications, with the government eliminating the need for companies to resubmit existing data. The Ministry of Climate, Energy and Environment announced this initiative during the second full meeting of the Regulatory Reform Committee held at the Blue House on October 23.

The plan aims to cut the number of required documents for 33 selected administrative services from 395 to 196, a reduction of 50.4%. The total volume of paperwork will decrease from 1,626 pages to 1,014 pages, representing a 37.6% reduction. On average, the number of documents required per service will drop from 12 to 6, and the total pages will decrease from 49 to 31.

The ministry intends to ease the administrative burden on startups, which often lack sufficient personnel and administrative capacity, allowing them to focus on developing and commercializing new technologies. This will be achieved through four main strategies: utilizing public data, exempting unnecessary documents, consolidating similar documents, and reusing previously submitted information.

In the case of onshore wind power project permits, the requirement for companies to submit their own wind measurement data has been eliminated. Previously, companies were required to measure wind characteristics for at least one year, but a recent amendment allows the use of data from the Korea Meteorological Administration's renewable energy weather information platform.

The ministry estimates that this change will reduce the project initiation period by one year and save approximately 250 million won (about $210,000) for projects with a capacity of 30 MW.

For the support program for small environmental businesses, the number of required documents at the application stage will be reduced from 15 to 5. Administrative documents such as business registration certificates, financial statements, employment verification, tax payment certificates, and small business confirmation will be directly verified by the receiving agency through shared administrative information. Other documents will be consolidated or the submission timing adjusted to lessen the application burden.

The circular economy regulatory sandbox will also see a reduction in required documents from 10 to 4 through an amendment to the enforcement decree. To address concerns about lengthy submissions, standard formats will now include limits on length and guidelines for completion.

For environmental label certification, the process will be streamlined to reduce the inconvenience of submitting similar information multiple times when applying for various products. Unnecessary documents will be eliminated, and the online application system will be revamped to automatically retrieve previously entered data or allow for selection and combination. The number of required documents will decrease from 20 to 12, a 40% reduction.

Minister of Climate, Energy and Environment Kim Sung-hwan stated, "We will ensure that the energy and environmental startups' energy is spent on challenges rather than paperwork."
