North Korea's Threats Undermine Peace Efforts, President Lee's Vision at Risk

President Lee Jae-myung's initiative for peaceful coexistence on the Korean Peninsula is facing challenges. The South Korean military has determined that a landmine explosion in the Demilitarized Zone (DMZ) was caused by mines laid by North Korean forces, a violation confirmed by the United Nations Command. In response, North Korea has labeled the incident a 'self-made drama' and has threatened military retaliation.

The government is in a difficult position, needing to maintain its existing policies aimed at reducing tensions and promoting dialogue with North Korea while clearly holding the North accountable and addressing security concerns in border areas. With military communication lines severed, the situation is more precarious than during the 2015 landmine incident, prompting calls for the restoration of communication and response systems to prevent accidental clashes.

Jang Yoon-ki has been sentenced to life in prison for the murder of a high school student, committed with the intent of sexual assault. The Gwangju District Court's Criminal Division 13, presided over by Judge Lee Jeong-ho, issued the sentence on September 30, finding Jang guilty of charges including violation of the Sexual Violence Punishment Act (rape and murder). The court also mandated the installation of an electronic monitoring device and a 10-year employment restriction in institutions related to children, adolescents, and the disabled.

The court stated, "All charges against the defendant have been found guilty," and agreed with the prosecution's assertion that Jang should be permanently isolated from society.

Minister of Gender Equality and Family Won Min-kyung emphasized on September 30 that there should be no tolerance for serious crimes that threaten the safety of youth and women, following Jang Yoon-ki's life sentence. In a Facebook post, she stated, "Heinous crimes targeting vulnerable members of society cannot be tolerated," and called for the establishment of a more robust safety net to prevent such tragedies from recurring.

The Ministry of Gender Equality and Family plans to strengthen victim protection and prevention systems against gender-based violence, including sexual violence and stalking. Minister Won added that they will provide close support throughout the investigation and trial process, filling gaps in initial responses by collaborating with relevant agencies.

The second National Participation Growth Fund launched on September 30, selling over 214 billion won (approximately $180 million) on its first day. The Financial Services Commission reported that this amount represents 35.7% of the total fundraising target of 600 billion won.

Three securities firms—KB Securities, NH Investment & Securities, and Mirae Asset Securities—exhausted their online sales limits. These firms will continue offline sales through their branches until October 7. Starting from October 8, they will sell remaining shares both online and offline.

Typically, the primary investors in the stock market are in their 40s and 50s, as they are the most financially stable and have more disposable income for investments. According to last year's statistics from the Korea Securities Depository, nearly 45% of all stock investors were in their 40s and 50s.

However, during the first half of this year, when the KOSPI index was soaring, the age group with the highest investment returns was actually those aged 60 and above. Analysts suggest that older investors, who tend to use less margin financing and hold stocks for the long term, performed better in a rising market.

Choo Kyung-ho, the mayor of Daegu, has been charged with obstructing the vote to lift martial law on December 3, and prosecutors are seeking a 20-year prison sentence. During a hearing at the Seoul Central District Court's Criminal Division 34 on September 30, the special investigation team for insurrection requested the lengthy sentence for Choo, who is accused of actively preventing the National Assembly from voting on the martial law repeal.

The special prosecutor stated, "The defendant actively carried out his duties to obstruct the National Assembly's decision to lift martial law initiated by President Yoon Suk-yeol."
